ONGC Videsh is in advanced discussions with the Venezuelan government and US authorities to secure operatorship rights for two oil projects, while more than $500 million in dividends pending from those assets could be adjusted under new operator agreements. Finance head Anupam Agarwal said the arrangements for San Cristobal and Carabobo 1, also referred to in the report as PetroCarabobo, could be finalised within three to six months, according to Livemint's 07 Nov 2026 report.
The development gives a clearer route for recovering cash that has accumulated outside India. The pending dividends are linked to ONGC Videsh's stakes in the Venezuelan projects, and adjustment against future operating arrangements would connect cash recovery with greater control over production and project execution. The discussions also involve US authorities, making regulatory permissions an important condition for any change in operatorship ⚖️.
The Venezuela plan follows ONGC's use of dividends trapped in Russia to meet its contribution to the abandonment fund of the Sakhalin-1 project. Indian state-run energy companies have been unable to repatriate about $800 million in Russian dividends since sanctions were imposed after Russia's invasion of Ukraine. Using the funds for the abandonment obligation allowed ONGC to retain its 20% Sakhalin-1 stake, but did not resolve the broader repatriation constraint ⚡.
